  • Schedule of Compliance (S.O.C.)  Background:  There is an excessive amount of clean water (inflow and infiltration, I&I) which enters the sanitary sewer system.  The two sources of this clean water are the City-owned pipes and the private property owned pipes called sanitary sewer service laterals.  What this means is that these old pipes leak, allowing infiltration of clean water into City pipes and private property pipes.  Complicating this issue of infiltration are direct sources of inflow of clean water into the pipe system.  An example of inflow is illegal sump pump connections into the sanitary sewer service laterals.  Another example of inflow is connections of storm sewer pipes into the sanitary sewer pipes, which are virtually eliminated.
  • Schedule of Compliance (S.O.C.)  Current:  The City is under MPCA orders through the S.O.C. to greatly minimize all I&I.  This means that the City is and will be spending millions of dollars finding and removing the worst of the I&I problems.  We have begun to prioritize our worst problem areas and have budgeted for a demonstration project over the next two years to remove significant sources of I&I from the target areas.  More updates will be provided through the City Newsletter and through City Council action.
