11th Ave NW Rehabilitation

(State Hwy 13 to 10th Street NW)

Project Description: This project involves the rehabilitation (mill and overlay) of 11th Avenue NW from State Hwy 13 to 10th St NW.  This project was prioritized and scheduled due to extensive pavement surface deterioration observed in the spring of 2023.  The scope of work includes a bituminous mill and overlay, ADA sidewalk and trail ramp upgrades, replacement of deficient/poorly draining sections of curb and gutter, and utility fixture adjustments (an approximately 460-foot section of 11th Ave NW pavement between 7th St NW and 10th St NW is still in very good condition and will not be improved with this project).  Project plan sheets can be viewed by clicking on the link below.

On November 8th, City Council authorized submittal of a Local Road Improvement Program (LRIP) grant application for this project, and on April 1st the City was notified that the grant had been awarded.  With execution of the LRIP grant, eligible construction costs totaling up to the awarded project low bid amount will be able to be reimbursed. 

Project Status: On April 19th four (4) bids were received with the lowest bid from WW Blacktopping Inc. in the amount of $264,525.15.  Project award is expected at the May 7th City Council meeting.  If awarded, a total of 20 working days has been allotted for substantial completion with a late start date of July 29th.  Final completion (restoration and seeding) is to be completed within 14 calendar days of substantial completion. 

Project Costs & Funding: With execution of the LRIP Grant Agreement, the low bid amount will be eligible for grant reimbursement.  If the LRIP grant funding is not accepted, this project will be funded by State Aid and through special assessments to adjacent properties.  City staff completed project design and will perform project inspection.

Assessment Information: Preliminary assessment notices were mailed to impacted property owners and a public hearing on this street improvement project took place on January 16th.  If necessary, the final assessment hearing would take place in the fall of 2024.  Please contact Nathan Willey, Director of Engineering, at 507-835-9716 with any assessment questions.
