Right-of-Way (ROW) Permits

A Right-of-Way (ROW) Permit is required for any excavation, alteration, or obstruction within public rights-of-way, including equipment or material storage and sidewalk or street closures.  Along a typical street, the ROW includes all street pavement, the public sidewalk or trail, and the area between the sidewalk and the curb.  Public ROW also includes public alleys, parking lots, and parks.  Because public ROW can vary from location to location, please contact the Engineering Department (507-835-9730) to determine if a ROW Permit is required prior to beginning any work.

Important City ROW Permit Terms & Conditions:
 - Proof of a minimum $1,000,000 liability insurance policy is required of all contractors
 - Work must begin within 60 days of permit approval
 - Except for emergencies, ROW permits will NOT be granted between November 1st and April 1st
 - Work must be completed before the seasonal restriction dates or within 90 days
 - Except when an extension is granted, work beyond the seasonal restriction or permit end date
    is subject to a fee penalty of $50.00/day

 - Current ROW Permit fees can be found in the City's Fee Schedule,
    which is typically established by City Council on an annual basis. 

State (MnDOT) & County ROW Permits:
Work along State Hwy 13 ROW within City limits requires an approved MnDOT ROW Permit in addition to a City ROW Permit.  Similarly, an approved Waseca County Utility (ROW) Permit is also required for any work that takes place along County roadways that are within City limits.
