2nd St NW Reconstruction

(Elm Ave to 7th Ave NW)

Project Description: 2nd Street NW between Elm Ave West and 7th Ave NW is scheduled to be reconstructed in 2025.  The scope of work will consist of complete street reconstruction; including sanitary sewer, water main, storm sewer, and sidewalk improvements.  Sanitary sewer services will be replaced to near the property line and water services will be replaced to the curb stop.

Project Status: A Request for Proposals (RFP) for project design engineering services was issued on January 19th with a submittal due date of February 16th.  After evaluation and scoring by City staff, Stantec was selected and authorized by City Council on March 19th to provide those services.  Project survey and design began in April and 90% plans are expected to be completed by October.

Public Meetings: An initial Public Informational Meeting is anticipated to be held in May.  A 2nd public meeting will likely be held in October to view 90% plans and a final public meeting will be scheduled in the spring of 2025 to go over construction details after project award.

Project Costs & Funding: Total project construction cost is estimated at $3,700,000.  Almost 50% of this project ($1,840,000) will be funded by an awarded Federal Surface Transportation Program (STP) grant.  The STP grant will cover 80% of eligible project costs related to street, storm sewer, and sidewalk construction.  Engineering and utility costs are not grant eligible.  Remaining construction costs will be funded through special assessments, municipal state aid, and the water, sanitary sewer, and storm sewer utilities.  The project design contract with Stantec totaled $255,178 and City staff will complete project inspection.

Assessment Information: It is anticipated that this project will be assessed to adjacent property owners in accordance with the City's Special Assessment Policy.  Preliminary assessment notices will likely be mailed late fall with a public hearing to be scheduled shortly thereafter.  The final assessment hearing will likely be scheduled in the summer or fall of 2026.  Please contact Nathan Willey, Director of Engineering, at 507-835-9716 with any questions.
