Project Description: This project involved the reconstruction and rehabilitation of 8th Street SE from Elm Ave East to State Hwy 13.  Street reconstruction took place between Elm Avenue East and just north of the existing RR tracks (south of 5th Ave SE).  Rehabilitation occurred from just south of the RR tracks to State Hwy 13.  The scope of work for the reconstruction section consisted of new bituminous street, sanitary and storm sewer replacements, and new ADA sidewalk and ramps.  The scope of work for the rehabilitation section involved curb and gutter repairs, a bituminous mill and overlay, storm sewer improvements, and ADA sidewalk ramps.     

Project Status: On March 10th, four (4) bids were received with the low bid being from Heselton Construction LLC in the amount of $1,436,538.73.  The project was awarded to Heselton on March 15th and construction began May 2nd.  The project was substantially completed on August 26th with 77 out of a total of 85 allowable working days having been used. 

Construction Summary:
North of the RR tracks - New sanitary sewer main and services were completed the week of May 30th.  New storm sewer pipe and structures were completed the week of June 13th.  Roadway subcut and the installation of subdrain and subbase were completed the week of June 27th.  The week of July 4th, concrete sidewalk and driveway approaches were completed with base and intermediate asphalt course paving completed the week of July 11th.  Backfilling of dirt was completed the week of July 18th.  Final utility adjustments and seeding were completed the week of August 8th and the final surface course of asphalt was completed on August 18th.  The street was striped and opened to traffic on August 26th.     

South of the RR tracks - All of the storm sewer, curb and gutter, concrete driveway, and sidewalk improvements were completed by July 13th.  Pavement milling took place on July 15th and placement of bituminous base in the full depth patches was completed July 19th.  Placement of the intermediate overlay course was completed on July 21st.  Sidewalk repairs related to a Centerpoint Energy gas main project were completed the week of August 1st.  Final utility adjustments and seeding were completed the week of August 8th and the final surface course of asphalt was completed on August 19th.  The street was striped and opened to traffic on August 26th. 

Estimated Costs & Funding:  Total construction costs were $1,487,597.63.  The design and inspection services contract with Stantec was in the amount of $245,618 with an additional $16,415 for testing services contracted through American Engineering Testing Inc. resulting in a total project cost of $1,749,630.63.  On this project, a Local Road Improvement Program (LRIP) grant of $1,250,000 was awarded for eligible construction expenses and adjacent benefitting properties were assessed in accordance with the City's Special Assessment Policy.  The breakdown of all project funding sources is as follows:

Assessment Information: Special assessments were levied to benefitting properties adjacent to this project in accordance with the City's Special Assessment Policy.  Based on the final project cost shown above, the assessment total for the reconstruction portion of this project was $123,422.80.  For the rehabilitation portion, the assessment total was $116,602.64.  The final assessment hearing was held on October 18, 2022, and the assessments were approved by the City Council at that meeting.
