Project Description: Construction of a new 4-Unit Hangar to be located to the east of the existing airport terminal building.

Project Status: On March 17, 2022, two (2) bids were received with the low base bid being from Ebert Construction in the amount of $1,524,494.67.  Including all three bid alternates, the total low bid was $1,686,913.55.  Due to higher than anticipated bids, all bids were rejected at the April 19, 2022 City Council meeting with the understanding that the project would be re-bid in the spring of 2023. 

On February 28, 2023, the project's 2nd bid opening took place.  Four (4) bids were received with the low base bid being from APX Construction Group LLC in the amount of $1,433,713.07.  On April 18th, a $400,000 airport entitlement transfer from the City of Winona was approved, the project base bid was awarded contingent on receipt of Federal and State grant agreements, and a construction engineering contract was awarded to TKDA, the City's airport consultant.  Because the Federal grants were not finalized until the fall of 2023, construction was delayed until the spring of 2024.  Construction began on April 2nd and 165 calendar days has been allotted for completion (on or before September 13th).

On March 19th, City Council authorized a separate contract with APX to insulate the new hangar.  That contract totals $34,000 and will be 100% funded with available Airport funds. 

Estimated Costs & Funding: The design contract with the City's airport consultant, TKDA, was for a total of $81,600 and construction costs are expected to be near the low base bid amount.  The TKDA contract for construction engineering services is for a not-to-exceed amount of $99,300.  In order to fully fund this project, a $400,000 airport entitlement transfer was secured from the City of Winona, which will be paid back in 2025 and 2026 using future Waseca airport entitlement funds.  Primarily due to the delay in construction, change orders totaling $47,065 have been added to the total project cost.  The updated funding breakdown for this project has been provided below:
